Our basic thesis is that a society based mainly on intact families is more efficient than a society based on individuals, especially if those intact families are founded on marriage. Family efficiency has various aspects that are empirically measurable, and all related to individual and social well-being. Before I go any further, I would like to point out once again that economic efficiency should not be the only possible criterion for family policy; there is at least one more that deals with the question of justice.
